At KPUB, we understand that covering utility costs can sometimes be a challenge. That’s why we offer a variety of programs and work with local partners to help support customers who may need assistance.

Whether you’re facing temporary financial hardship or living on a limited income, there are options to help. Our offerings include the Change for Charity bill round-up program, the Community Solar Discount for income-qualified households, and access to local assistance agencies that provide utility payment support.

We also offer a special discount for qualifying burned veterans, available upon request.

The AACOG Weatherization Assistance Program (WAP) is designed to help low-income people, particularly the elderly and handicapped, overcome the high cost of energy through the installation of energy conservation measures at no cost to the applicant.

Although the program does not address major home repairs, it can help lower the amount of energy used in a home by enhancing the structure’s thermal boundary. Like a styrofoam cup, the house will stay warmer in the winter and cooler in the summer.

The less energy it takes to heat or cool the house, the more money is saved.

You may qualify for a monthly discount on your electric bill—just for signing up. KPUB’s Community Solar Program helps income-qualified customers save money using clean, local solar energy. And the best part?

 There’s no cost to you. No solar panels on your home. No catch.

How It Works

KPUB has four solar sites right here in the Kerrville area. The energy they produce goes back into our local power supply—and you can get a credit on your monthly bill just for participating. The credit changes with the weather (just like the sun), but it’s usually between $5 and $12 a month.

Change for Charity Bill Round Up

Lending a helping hand to our neighbors in need

KPUB’s Change for Charity program fund is administered by the Society of St. Vincent de Paul, a 501c3 nonprofit, to grant electric bill assistance to eligible households. The funds are administered at no additional cost and are exclusively for KPUB’s residential customers.

Burned veterans’ discount program

At KPUB, we are honored to serve those who have sacrificed for our country. Our Burned Veterans’ Discount Program provides financial relief to eligible veterans who have suffered severe burns during military service.

Qualified veterans can receive up to $90 off their monthly electric bill during the hotter months of the year (April–October). This discount helps ensure comfort and support at home, where it matters most.
