
Dr. David Sprouse was appointed to KPUB’s Board of Trustees by the Kerrville City Council.
Kerrville Public Utility Board (KPUB) is pleased to announce the appointment of Dr. David Sprouse to its Board of Trustees. Dr. Sprouse was appointed by the Kerrville City Council and will fill the position previously held by long-time trustee Bill Thomas.
Dr. Sprouse, a local physician, has lived in Kerrville for more than three decades and has been a KPUB customer during that time. He brings extensive leadership experience to the board, including more than 25 years of service on the Kerrville ISD school board, along with involvement in numerous community organizations.
“Kerrville has been well served by KPUB for decades,” said Dr. Sprouse. “Some ways this is demonstrated are by our much lower than state average electricity rates, and by the forward thinking that this organization showed when they decided to develop the upcoming natural gas power plant. My desire is for our community to remain a wonderful place to live, and the reliable and affordable electricity that KPUB provides plays an important role in keeping our community great. I look forward to being a part of this organization.”
KPUB also extends its sincere gratitude to Bill Thomas, who is concluding his service on the board after an extraordinary decade of leadership, including serving as chairman.
Over the past 10 years—two full five-year terms—Thomas has served with a steady hand, thoughtful insight, and unwavering dedication. His calm leadership played a key role in guiding KPUB through major initiatives, including the development of its new power generation project. This project strengthens KPUB’s ability to protect ratepayers while continuing to offer some of the lowest electric rates in Texas.
Thomas devoted countless hours to strengthening the utility and supporting the community. In recognition of his service, KPUB General Manager and CEO Mike Wittler presented him with a commemorative meter lamp during the April 15 board meeting. “We are deeply thankful for Bill’s service and his commitment to KPUB and our customers.”

KPUB is overseen by a five-member board of trustees appointed by the Kerrville City Council. Trustees serve without compensation and are responsible for the management and control of the utility.
