Apply for/transfer service on existing meter

Activating or transferring service at an existing meter location may be initiated online. We offer same-day connect for customers that fill out the proper paperwork.

The connect fee is $10 to establish a customer account for service at an address with an existing meter if the customer is utility credit approved to not require a deposit.

If the customer account does require a deposit based upon their utility credit history, they will be notified with options before service is established.

Apply for service on new construction

If you need service at a new construction site without any previous meter service, you need to contact customer service at 1.830.257.3050 to begin your request for service.

Application for service electric load form—This form is used by the engineering department to determine your power needs. You may be asked to complete this form and return upon evaluating your request for service.

PRE-PAY BILLING

Participation terms & conditions in the KPUB PrePay Billing Program

The Kerrville Public Utility Board (“KPUB”) PrePay electric service billing program offers residential customers the ability to have greater control of their account management.

Under the program, customers can avoid paying security deposits and reconnection fees. However, the customer is subject to immediate disconnection if their account balance reaches or falls below zero. If disconnected, restoration of electric service will usually occur within minutes after a payment has been made and confirmed, unless factors outside of the company’s control prevent reconnection. To participate in the PrePay program, customers must agree to the following terms and conditions.

Participation

KPUB offers a PrePay billing program option to residential customers who have AMI meters with permanent single-phase electric service that is no greater than 200 amps and 120/240 volts.

If any residents at a PrePay billing location have medical conditions that would be impacted by a loss of service, then that customer’s service address would be ineligible for the PrePay billing program.

Should this status change, it is the customer’s responsibility to notify KPUB, at which time the account will be removed from the PrePay program.

KPUB will transfer any outstanding balance on a customer’s PrePay account to the debt recovery method associated with their account, and a pre-determined agreed amount of the customer’s future payments will be applied to the unsettled balance until it is paid in full. In this situation, a minimum payment of $50 is required to initiate the PrePay program again.

Payments

Once a PrePay billing account is established, a customer may purchase electricity at any time in payments of at least $20.

Electricity may be purchased 24 hours a day through SecurePay at 1.855.382.9918, online at www.kpub.com by clicking the KPUB login button, the KPUB SmartHub app or during normal business hours at the KPUB office. Please note, PrePay customers are unable to make payments online with the “Pay Now” feature. All PrePay customers should establish a KPUB SmartHub account for online account management and online payments.

PrePay customers agree that their service will be disconnected when their account reaches or falls below a zero balance.

Deposits

There is no credit check or deposit required for customers in the PrePay billing program.

If you are an existing KPUB customer who would like to switch to PrePay, any deposit fee previously paid to KPUB will be applied in full to their account at the commencement of participation in the PrePay billing program. The deposit will first be used to pay any outstanding account balance(s). Any remaining funds will be applied as a credit to the customer’s PrePay account balance. A refund will not be issued for the remaining deposit balance while participating in the PrePay billing program.

Notifications

No monthly billing statement will be mailed for a PrePay billing account.

The customer is solely responsible to regularly monitor the balance of their PrePay account.

A PrePay customer’s account balance will be recalculated and updated on a daily basis.

Daily account balances can be checked 24 hours a day by phone at 1.855.382.9918, an online account at www.kpub.com by clicking the KPUB login button, the KPUB SmartHub app or during normal business hours at the KPUB office.

All PrePay customers should establish a KPUB SmartHub account for online account management. PrePay customers can customize their email & phone notifications through KPUB’s SmartHub features for daily updates about their electricity usage/account balance and determine the frequency of those notifications.

PrePay customers must maintain at least one method of receiving alerts on their account. It is the customer’s responsibility to notify KPUB immediately if any of their contact information changes (email, phone, etc). KPUB urges our PrePay customers to select at least two methods to receive alerts to avoid a single point of communication failure.

PrePay customers are responsible for any cellular telephone or texting charges incurred by their cellphone carrier due to daily notifications that they select.

Disconnection

If a PrePay account balance becomes negative, the customer’s service will be disconnected during normal business hours the following weekday (Monday-Friday), excluding holidays. To restore service, a minimum payment of at least $20 must be made.

Transition to traditional service billing

PrePay customers agree that if they wish to return to a traditional billing service account, they will be subject to deposit and credit scoring requirements. If a deposit is required, they must pay the deposit in order to return to traditional service billing. If the customer has a remaining negative balance or short-term payment arrangement, the customer must also pay that balance before transitioning to traditional billing. If there is an outstanding credit on the account, the balance will be credited to the traditional service account.

With KPUB’s Level Payment Plan* you can pay the same amount each month on your electric bill. For those on a fixed income, this program is very helpful.

Customers who have been at the same address and have paid on time for twelve concurrent months are eligible for this program.

  • Contact our office to see how much your average billing is for the past twelve months.
  • A budget amount will be calculated, based upon your last twelve month’s average bill.
  • The level monthly payment calculated may be adjusted quarterly for actual usage.
  • After twelve months, if you have overpaid or underpaid, the balance will be rolled into the next twelve month’s average.
  • You will receive a notification on your yearly anniversary concerning the account balance and options available.
